In this paper we present heavy traffic analysis of single queueing system with Poisson arrival process whose arrival rate is a function of the state of Markov chain and service times depend on the state of the same Markov chain at the epoch of arrivals

    Cross-Border Cooperation in Southeastern Europe: The Enterprises's Point of View

    This paper examines the current status, the limits, the prospects and the policies of cross-border cooperation in the border zone of Albania, Bulgaria, FYROM and Greece, on the basis of a survey with a sample of 291 manufacturing firms located near the borders in all four countries. The analysis suggests that border region firms may have a higher level of interaction than the respective average national firms in all countries and that trade relations and economic cooperation eventually depend on the level of specialization and the size of the markets. It also suggests that barriers to cooperation mater and can affect negatively the performance of border region firms. Overall, firms are less concerned about the quality of infrastructure and more concerned about the general or the Пnancial conditions prevailing in each country, indicating that the best policy of cross-border cooperation, besides infrastructure, may be the development of the economies in the region and the improvements in their economic environment

    Here some estimates obtained from a survey of the possibilities for regional and cross-border cooperation within four Balkan countries are presented. Mainly small and medium enterprises (SME) from Bulgaria, Macedonia and Albania (53 to 63 questionnaires) and Greece (121 questionnaires) were surveyed. Enterprises, which already have or have no business relations with neighbour countries, were examined. This is made in order to identity more accurately the barriers for regional cooperation, including those insurmountable for the enterprises cooperation. Main results and conclusions from the study and the recommendations to the policy makers are presented

    This study explores the impact of the European debt crisis and the quality of the institutions on the economic growth in Bulgaria in the pre-accession period and during the period of EU membership. The European debt crisis broke the upward trend not only on the Bulgarian but also on the economies of all EU member states. On a comparative basis, the significance of the severity of the crisis for each country, the policy on gross public debt and the dynamics of economic development to overcome the crisis is assessed. The quality of institutions is seen as one of the main factors that hinder or help economic growth

    The main achievements and problems of the change of the economic system in Bulgaria after 1989 and their impact on economic growth are analyzed. The main problem of the economic development of Bulgaria is the existence of a model of the functioning of the economy, whose main characteristic is the broad substitution of income from economic activity with the receipt of rent based on political and economic power, positions in the bureaucratic system, fraud and other non-economic factors. Public institutions do not work in the public interest but interfere with normal, market-oriented business. Defects in the functioning of the economy are caused by the way in which the change of the economic system in Bulgaria has taken place. The economy does not suffer from a lot of markets but from market failures

The main goal is to define the reasons, due to which the cross-border cooperation between the enterprises can be considered as an "optimal" policy for the Balkan countries. The opportunities for development of mutually beneficial cross-border relations are presented based on information obtained by different studies. The potential and the barriers for the development of the cross-border relations are discussed, as well as the degree of institutions' readiness to support the regional and cross-border cooperation. Some aspects of the delocalization processes near the border regions are presented. Some generalizations are made at the end of the article and feasible prospects for development are envisaged
